Is metallic wire carrying current charged or electrically neutral? Justify.

its neither charged nor neutral,according to me,its 'DYNAMICALLY' charged. justification:if a wire is carrying current it meant the electrons/charge is flowing.and moving charge is called current i.e. its in a dynamic charged condition.
