if electric fields can change into magnetic fields and vice versa..what will happen if it changes constantly in a never ending pattern ??

Electric fields do not change into magnetic fields, they induce a magnetic fields.  A spatially varying Electric field will cause the magnetic field to vary over time, and a spatially varying magnetic field will cause an electric field to vary over time.  A consequence of this, if this pattern is sustained, would be a propagating wave known as Electromagnetic radiation or more commonly, light.
