i am trying to "find the equation of a line" in graphing linear equations w/ two variables ... find the equation for the line that passes thru the point (2,-4 ), and that is parallel to the that is the equation y=-3.

The line y = -3 is a horizontal line passing through all points (x,-3). Therefore a line parallel to it will be another straight horizontal line passing through a constant value of y. Hence for a line that passes through the point (2,-4) this line will have the equation y= -4, and passes through all points (x, -4).
