Slope = 0 is horizontal slope undefined (division by zero) is vertical
it's vertical the y is the same on both so it will always be vertical
We need some concensus here. If the slope is 0, then there is no rise, no delta y, it is therefore horizontal, true y will always be the same and x will be x. All points will be (x,2) or the equation for the line is y=2.
