The "safest way" really depends on what you need to keep safe and what your exact setup is. If you have information you would like to keep on your Ubuntu installation, then you should back that up first. If there is nothing else on the hard drive, then you can delete all partitions and format the hard drive, then install Windows or another Linux distribution if you wish. If you're dual-booting Windows and Ubuntu, you can use partition management software to remove the Ubuntu partition and then expand your Windows partition to fill the drive. Whatever method you choose, you should make sure you have everything backed up first in case something goes wrong.
