anybody know a good and free way to make a flash cartoon? i dont know how to do flash stuff so help would be nice

for making a flash cartoon you need a "Flash Player"
There are a lot to study. The lates versions are Flash 5, etc...
there r differ layers also

No. that's if you want to play a flash movie. And the current version of the player plugin is 10.x

The easiest way to make a flash app is by using Adobe's Flash (as opposed to Flash Player). I think the newest is CS4 (or was it CS5?). But it's not free. If you only want to do animations though, there's Vectorian Giotto.

There are many free tutorials out there, but you may even want to begin with the tutorials that are built into Flash (and which should also be included in the free download). If you do decide to buy it, there are significant discounts if you are a student.
