4/9 c +4 = 1/8 d -18
(4/9)c = (1/8)d -22
c = (9/32)d -(99/2)
c= (9/32)d - 49 1/2

The answer is choice C.

When you move +4 to the right side of the equation, it is -4. So, -4-18= -22
In step 3, it is 
c=(9/4)*{(1/8)d -22}
Multiply and you get the expression in step c
