for the device to make it wireless you have to of course add receiver circuits ...  radio circuits are common

another good answer by spetzz!
you will need to choose your microprocessor. PIC's are my prefered choice. you will also need a programmer which is a seperate peice of hardware that allows communication from pc to PIC. after that download something like HiTech C from microchip.com use that as your compiler, check the data sheets from microchip, they tell you all you need to know. then as spetzz says learn C or ASM(assembler) and get to work
