Here is my interpretation: Stanza 1: It's a play on words; she is beautiful (fair) and wise, and that wisdom reflects in her behavior of fairness (free of injustice - related to stanza 2). Stanza 2: She is just in that she does not accept my love without reciprocating. Stanza 3: She won't declare her love to me because it isn't true, but I wish to declare it for her and seem to die because of it.
