A codon is defined as a sequence of three nucleotide which code for aa. So I'd say it is correct what you say. 64 triplets, 61 codons. but keep in mind that ending codons (which are really called this way although they code for no aa) associate into the active site of the ribosome to releasing factors (RF). these are proteins similar in their 3D structure to tRNAs. there are three RF, one for each stop codon. they bring into the active site small proteins which cause the releasing of the peptide chain from the ribosome. so, they code for no aa, but they code for something, and a proper termination of transcription is as important as the aa sequence
no ! it's not correct to say. Stop codons are also very crucial in the sense that they terminate further addition of amino acids, so combinations of different amino acids give different proteins.

a codon synthesizes for an aa. RFs are NOT amino acids. therefore ending triplets are not codons. I just wanted to point out that it's not completely true that they code for nothing. they code for something although this something is not an amino acid
