there is a difference if you are talking about mirrors and lenses. The image is the the source of the light, while the picture is the light that is generated once passed through the lens or reflected back from the mirror. The sizes of a picture can be the same, larger, or smaller and can appear the same distance away, farther, or closer. It all depends on the lens or mirror.
