Polarimeter is an instrument to find the optical rotation of optically active compounds. It can give you the angular measurement with respect to the plane polarized light passed through it

Laser means Light Amplification by Stimulated Emission of Radiation. In This the light is amplified several million times to get a intense beam,also the light source is due to the excitation of electrons in the atoms present in the LASER operation
