Scientific notation means putting a decimal point somewhere in the large number and multiplying it by a power of ten (that is the same as the number of decimal places you created. But if you are just going to have a long decimal, there is really no point. 6.2040610 x 10^7 is an example of the first one.

For the percentage part of the question, you will first need to add up the three numbers to get the total number of votes. Then, divide the number of votes Bush received by the total number of votes cast and multiply by 100 to get the number in percent notation.

I'm guessing that you aren't supposed to express the percentage in scientific notation.
