part d: is asking about where the vertex is.

i appreciate your response but what i am asking is how i am coming about the answer you are telling me what to look for but not really how to solve it. im trying to put together a blueprint for this type of problem and i know i will get something like it in the final i just want to see how it is worked out

so, you're telling me you don't know how to find the vertex nor the x-intercepts given the equation. there are many different ways of doing that. the algebraic way would be (these are the dirty easy ways no explanation) quadratic formula to find the x-intercepts and line of symmetry formula.
