If I am not mistaken, the answer depends on how the voltage is applied to the circuit. The diagram does not show it.

There is no voltage applied.

That's mean how many,C's and L's are in the circuit after reduction.

If no voltage is applied, then the voltage across any two points in the circuit is 0 volts. Since that does not vary with time, we can consider the current 0 amps DC, and that reduces the inductors to just wires, and the circuit is reduced to an open circuit. The circuit is essentially a single-loop circuit with a capacitor and resistor in series with it. That's how I see it.
