I find busuu.com a good tool to start. It is interactive and free. You can go a long way with no money. Once you feel the need for more you have the option to upgrade and get access to the gramma and more indepth functions.

The best way to learn any language is immersion. If you can't/don't live in an English speaking country, you could try watching English-language movies, or talking to native English speakers.

Read, read read and learn to write as both are companions of one another. English Radio TV etc if one cannot live in England and simple English books ie childrens stories. Don't be afraid to adopt dumbo methods as these are often very intelligent as well as honest as way into a language.

Read! Read! Read! Constantly expose yourself to literature. Look up any word you don't know. Write a short piece each day of your choosing. Surround yourself in literature! :)

Read and watch English movies with subtitles in your own language. Rosetta stone could also help considerably with conversational English if you can afford it
