can some1 explain what the if not statement does?

"if not" will just test whatever is in that line, and then the following indented code will only be executed if the test line is NOT true: like if you had if not int > 5: print int then whatever number "int" is would only be printed if it was LESS than (or equal to) 5 because that would mean int was not GREATER than 5.
