The golgi uses protein "tags" for this purpose. Any defective proteins are given retention tags and not allowed to leave. Others are given tags that allow for retrograde or enterograde movement in the cell. The protein tag is added right to the polypeptide, it is a short sequence of amino acids that is recognized by other proteins (especially proteins involved with binding vesticles to motor MAPS such as dynein and kinesin). So think of the golgi as slapping labels on proteins saying "return to sender" or "send to lysosome" or "excrete from cell", etc.
