What I said before:

if b < a:
  swap a and b

if c < a:
  swap a and c

if d < a:
  swap a and d

#now for sure, a is the smallest of all 4.

if c < b:
  swap b and c

if d < b:
  swap b and d

#now for sure b is the second smallest number.

if d < c:
  swap c and d

#now a < b < c < d

this is pythonic psudo-code obviously, the swap parts will be implemented as you've been doing.

This is basically an 'insertion sort' but done by hand since you don't have loops and arrays.
