As a nation, Pakistan is itself bleeding due to terrorism.

However, some vested interests initially started using the terrorists for their nefarious designs.  Now it is like a djinn let out a bottle...........running amok and its masters can't control it nor bottle it up again....

Haven't you heard of the man riding the tiger...................he can't have a smooth ride but dare not let go for fear of being eaten up.........

Pakistan's harboring of terrorists stems from the fact that Pakistan was created as a separate country from India due to internal conflict between the Muslims and the Hindus of the country. Because of the ideological differences in religion between the two countries with India being Hinduism and Buddhism and Pakistan being staunchly Islam there is a constant tension between the two. In return for providing a safe haven for terrorist organizations such as Al-Queda, those organizations' launch attacks into India. There are more reasons as to why, but this is the bare bones reasoning.
