Get started with manga (i.e. still frames). I chose to copy over the outlines of some favourite artists with tracing paper and then filling in the detail later, just as a way to get going. After that, there's so much material out the digitally - tuts, vodcasts, ect. Good luck!

there's lots really good of books out there but if youre getting any online i'd reccommend The Societ for the Study of Manga Techniques. there's a lot of them but theyre brilliant for learning. :)

Theres a CD rom thats on Amazon and Office Depot (America) that helps you create your own anime characters ~ Price $50 I think its called AnimeStudio or something close to that

You don't really need to buy fancy books or anything. Just look at other images that artists have made- and try copying them freehand. After a while of doing this, you should try to lean away from copying, and start trying to make some of your own works.

I just copied what I saw people doing. My first manga was Rave Master by Hiro Mashima (love that guy. lol), so I tried my best to imitate his Elies and Musicas. And Plues! Lol. (If you haven't read it, please do. =D)
