how to differentiate between local and global/absolute maximum/minimum?

global min/max is the highest or lowest point by the way local min/max only occur at critcal numbers while global min/max can occur at endpoints

I know that. but how do we determine whether it is local or global or both? I mean it has something to do with the first and second derivative test.
