if some one is present at he the moon he feels that the earth is in motion and the moon is in the rest form ....same case in the earth....so my question is that :IS UNVERSE IS IN THE MOTION OR REST: if it is in rest so what is the soroundingand if the universe is in motion so then also what is the sorounding

Every thing in the universe is in motion with respect to everything else. We therefore do not need to have an external reference to define this motion, as it is internally defined.
