\[x _{0}\times e ^{kt}\] wherein \[x _{0}\] is the original population, k is the rate of change, t is time (usually in years), and e is the constant "e". :)

Use that formula, comparing 1996 to 1993 to find "k". Then plug that in for 2003, based time and original population off the 1996 numbers.
