is it true to convert vegetative shoot apex into reproductive shoot apex?????

Hmmm do you mean if they are the same? I believe they are different, the vegetative shoot apex producing the vegetative parts of the plant (leaves etc.) however the reproductive shoot apex produces the flowers/inflorescence/fruit (the reproductive parts of the plant).
