The decibel is commonly used in acoustics to quantify sound levels relative to a 0 dB reference which has been defined as a sound pressure level of .0002 microbar.

Loudness is a relative concept. Sound is measured in decibel as simplephysics describes, where as loudness is more of a psychological phenomena. If you what the intensity of loudness, you would probably use a 1-10 scale, similar to the one used to measure pain. It is very individual, what is described as loud. The pain-limit of sound is often set to 125 dB.
