Not sure of the context but in Political Science this refers to the Executive Branch of the United States government. It is the department that houses the non-legislative or judicial aspects of the government. Most people think of the presidency and the immediate staff, but it also includes the reports below them. The cabinet is included in the executive branch.

The Executive branch balances the legislative branch through vetos, pocket vetos and funding or defunding bills. The executive branch is also balances the Judicial branch through appointment of judges in the federal and supreme court.
