if you put 8 and 3 in for x and y respectivly and you get TRUE statements. they yes...

so IF.... 4(8) + 6(3) = -14 AND IF -2(8) + (3) = 19 Then they are an ordered pair.

32 + 18 is NOT equal to -14 so you know right away that they are not an ordered pair of the system of equations.. yea, only if both statements turn up true...
