Let x be the initial amount. Then the first cut gave them .84x The increase then gave them .25(.84x) multiply this out and see what the coefficient of x is.

a decrease in 16% is like multi[lying your original amount by .84 an increase in 25% is like multiplying by 1.25 (.84)(1.25) = 1.05 which is an increase in 5%
