You should really start out with a third party program before actual programming in code. RPG maker is certainly a possible candidate but there are many that could be used, each ranging from completely beginners to more complex developers allowing more customization.

most online games are made in flash and programmed with action script, the benefit is that flash is object oriented unline java, however java can run on any operating system through its virtual environment and is more powerful then flash(which doesn't run well on linux)
