It really depends on the IC you are using. If you are looking for a fairly basic level but not too complex, look at PICs. Make yourself a board or buy a demo board and use MPLAB and a ICD to program/debug. It will probably use c++ or assembly. Alternatively, I believe that Arduino has an easier code language...Good luck and enjoy!
