i know to plug the -15 in for x but not sure what to do next....

LCD is 30, so multiplying both sides by 30 we have \[\implies 30x - 5 = 24 - 30x - 3\]\[\implies 60x = 26 \]\[\implies x = \frac{26}{60} = \frac{13}{30}\]
