Ok first thing to notice: there are dotted lines, what does this mean?

i think the dotted lines are like straight lines

The dotted lines tell us that the boundary is NOT included in the solution set. So this means that we're going to use either the less than or greater than symbols ( < or > ) So this means that we can eliminate choices A and B

Also, notice how the shaded regions are above the dotted lines. So this means that we have something where each 'y' value is above the line. This means we'll have something like y > .... So this means that we can eliminate choice D. So this means that the answer is choice C.
