I'm pretty sure it's option c) A tumor is an abnormal growth of body tissue. Tumors occur when cells divide excessively in the body. Cancer appears to occur when the growth of cells in the body is out of control and cells divide too quickly. It can also occur when cells forget how to die.

Cancer is correct. You can have cancer and not develop a tumour - only some types of cancer actually form tumours. It has to do with whether all the cancer cells stay in one place or if they circulate around your body. But the definition of cancer is uncontrolled cell division, so that is the answer.
