Is it possibly for an electron to go up a shell then down two with one photon Example: An electron in the second shell gains a photon and goes to the third shell then releases a stronger photon, then descend to the first shell.

It could be possible if the first shell is not already full. To be sure, you would have to verify using the selection rules. The selection rules state which are the allowed transitions in an atom.
