If the decimal terminates, as it does in your notation then the number is rataional. Remember the definition of a rational number is any number that can be represented by a/b where a and b are whole numbers.

If the decimal section terminates or behaves periodically, the number is rational. If there's an infinite amount of decimals and you there is no repeating sequence, the number is irrational. Your number is therefore rational, if it really ends.
