There are several established counters to Shock, none of which are very impressive. First you can consider the isolationist policies of countries in South America to be a reaction to Shock (as implemented over the past 60 years) - the utilization of adversarial diplomatic relations with the United States a buffer. By nationalizing resources, you prevent their acquisition by foreign corporations. You could argue that Cuba started the policy in the Hemisphere, but that it was largely a result of The Cold War. Regardless, Shock _could_ still be implemented in these systems, if there was enough will to do so.
