There are 24 hours in a day and 365.25 days per year. So there are \(1.3\times365.25\times24=11395.8\) hours in 1.3 years. As an aside and further information though, this all comes down to what you define as a year as there are different types of year, of different lengths e.g. the Julian year (which I used above), the tropical year, sidereal year, and the anomalistic year, which have lengths of 365.256363, 365.24219, and 365.259636 days respectively. Each of these "years" are defined with respect to a particular property of the earths orbit about the sun (you can read more about it here if you are interested http://en.wikipedia.org/wiki/Year). Our civil calendar is the Gregorian calendar (where one year is 365.2425 days long) which uses the tropical year length, though for all intents and purposes, it is usually approximated to the Julian value of 365.25. Whatever value you use, the above method of calculation will work. For example, using the Gregorian value of 365.2425 days per year, we get \(1.3\times365.2425\times24=11395.566\) hours in one Gregorian year. So just choose the number of days per year appropriate to your level of study and plug it in to get the answer.
