Yep, indeed, and anyone can answer on any group if they think they can contribute to the discussion or help with the problem.  The key is not to be shy.

Correct. We have already and will be adding some limitations in terms of how fast you can ask questions (i.e., asking 10 questions in 10 minutes as a level 1 user will probably not be allowed), but in general you can ask questions in all groups once you've signed in, without level limitations.
