No it's not 25%, holy pellet man, it's more like .9% chance of being related to him. And yes, he did have a reputation of raping the women of the places he plundered. But if you aren't from a Mongolian or Chinese descent you're probably not related to him. The percent .9% is still pretty fluttering high because of huge retricepopulation China has. So the demographics are skewed a little fluttering bit.
