Lol I doubt it, and if they are, you know what? People are actually very boring. Who cares if anyone knows that I study, went to the shops yesterday and just ate a banana?

Depends on your opinion of, "watching us." Such as IRS(Internal Revenue Service) stuff then yes.

Very unlikely, unless you give them reason to. Monitoring people is very time consuming and expensive so there has to be a very good reason for a government to do it. That's why there's been attempts to get ISPs to monitor their customers' emails and browsing habits and flag up any suspicious activity to the government. Many countries also have various laws against monitoring people unless you have a very, very good reason to which adds to the expense and time. Most 'monitoring' is done by nosy neighbours and pressure groups with an agenda/cause (e.g. the group is set up to protect children so the adult members hang out in chat rooms pretending to be children/teens hoping to set up a meet with a paedophile and have the police pick them up).
