whats highest populated band in semi con? is it the valence or the conduction band?

In an intrinsic semiconductor, the valence band population is high, while in extrinsic, conduction band is highly polulated

^ No not right. It depends on the material. You would have to specify if the material was n-type, p-type or intrinsic. In n-type materials the conduction band is highly populated by electrons which are the dominant carriers in this material. In p-type materials the valence band is highly populated by holes and they are the dominant carriers. In intrinsic materials, materials that are not doped, the number of electrons in the conduction band is equal to the number of holes in the valence band.

so when they say the highest populated band it means which kind of particles is most dominant and not referring to either the conduction or valence band?

No it means both. It's asking for what type of carriers are dominant and where they are most dominant. It's different when you dope different atoms different ways. n-type, p-type and intrinsic all have there uses and they are not that same. Each one has unique dominant carriers present and in different bands.
