France was an absolute monarch before Napoleons rule.

Since the Netherlands has been ruled by so many different noble families and states, I would guess them.

None of the above Russia - Tzars France - the kings and emperors Netherlands - Kings (they were most certainly absolute rulers in the beginning) Prussia - House of Hohenzollern. The problem with this question is that if you go back in time far enough, any european country has experienced absolute rulership in one form or another.
