i would say that webs is good. if you are planning on using a WYSIWYG (what you see is what you get) editor I would check out alternativeto.net http://alternativeto.net/software/adobe-dreamweaver/. If you want to write html and are running windows I would suggest using Notepad++ http://notepad-plus-plus.org/ or kompozer http://www.kompozer.net/. It has excellent code highlighting if you want something simple.

The absolute simplest way to start a website is weebly.com ( http://www.weebly.com/) - offers all the necessary basics for free. For any complex sites use an editor.

For time indexed content create a website using Wordpress or Blogpress. For a very simple site use Google sites. For a growing and structured content go to Wikia.

To truely make a website, I would suggest you to learn HTML/CSS/Javascript/PHP/SQL from http://w3schools.com There will also be many other resources to learn. From there, research web folder/file structures. You can test a lot of it http://000webhost.com They provide free hosting, a database, and a subdomain for you to create a website (GREAT for beginners testing their knowledge :] )
