first put it into y=mx+b form which is slop intercept form. m is the slope and b is y-intercept. If two lines have same slope then they are parallel. so for the first if you change it to slop intercept form, you get y=2x-5 and for the second one you get y=4x+5. since they dont have the same slope they are not parallel.
