how should one proceed if one wants to make his own OS from scratch ????

That depends on the kernel you wish to build off of. If using the Linux kernel, you can use a distribution called Linux from Scratch or (LFS) to learn some methods on compiling the kernel and building

Microsoft's technology is generally closed source so using it as a platform to build off of is not recommend Linux is open source and free to use and modify under the GNU/General Public License
