Let point T be the start line.  Justin has completed 6/8 or 3/4 of a block after Andrea has completed 1 block.
From Andrea's point of view Justin is 1/4 block behind after 1 lap, 2/4 block behind after 2 laps and 3/4 behind after 3 laps.   Andrea will catch up to Justin as Andrea completes 4 laps, 24 minutes after they started.  Justin will have completed 3 laps.
