What is a recovery fee?

I believe it is when you must pay in order to get something back. I am not 100% sure, though. What is the context?

The context of this is about examinations. Here is the quote: "All divisions should provide, in addition to the customary re-reading of papers and the re-checking of marks, the opportunity for students to petition for the re-reading of their examination where feasible. A cost recovery fee should be set and returned where appropriate." By all divisions, they are talking about all three branches of the University.

Its a fee that is paid to recover the cost for "the opportunity for students to petition for the re-reading of their examination where feasible". Probably by the student himself/herself

OpenStudy (anonymous):

A fee charged in order to retrieve something is how I've heard it used. There could be other uses for the phrase.
