because this graph is defined like that. its the graph of step function which has fixed values for a particular range

f(x) = [[x]] means that for each possible value of x, you just drop the decimal point to get f(x). So if x = 2.32352, then f(x) = 2, and if x = 2.98785, then f(x) is still only 2
