I would like to know if I can get certified as a molecular technologist (MT) after successful completion of this course, and if this course is available for everyone around the globe?

The course should be available anywhere you can get internet access. You can't get certified for anything though... OCW only makes the information available. It's not like you actually took the course, you just learned the material.

You can go for a course after learning all those stuffs, it'll be more easy for you to get a certificate as you've digested them all....though tuition fees become relevant this time.
